An earlier attempt to reach a compromise on the cultivation of GM crops have failed in 2012, when the EU Ministers failed to agree.
A new compromise tends to make everybody happy, giving member States the right to prohibit GM crops even after they have been authorized by the European Commission.

Under the old rules member States may prohibit or restrict GM variety within their territory only if they had new evidence that he poses a risk to human health or the environment, or in the event of an emergency.
