"Because of the low temperatures in autumn, the farmers are unable to prepare the ground for spring planting. For this work now will take additional time. Seed quality has deteriorated. The acquisition of all necessary materials - seeds, fertilizers, fuel - this year it was also delayed because of the inability to get loans," he explained.

He noted that in a timely manner to help the farmers came only local banks, whereas Federal credit institution has not been able to determine financial aid.

At the moment farmers brought more than 800 million rubles in credit. "Now all large processing plants have already received credits", - said the regional Minister.

According to the regional Ministry of agriculture, the willingness of the major types of equipment for sowing is 84%. Undergoes repairs and inspection machines.

Sowing campaign in the Sverdlovsk region will begin in the second half of April and the first half of may. "Already prepared 100% of the seeds of cereals and legumes. The need is 104 thousand tons. The need for agricultural organizations and peasant (farmer) farms in the seed potatoes in 2015 will amount to 45 thousand tons, security is 100%," said Kopytov.

Fertilizers rose by one-third

"Fertilizer prices compared with last year increased on average by 30%, but also increased the size of subsidies to compensate agricultural producers for the payment of interest on credits and loans, both Federal and at the regional level", - said Kopytov. The rate of purchase of fertilizers is lower than in previous years. It occurred in connection with a long negotiation of prices for materials. Now at the Federal level approved fertilizer prices, which are recorded before June 1, at the level of January-February of the current year, the Minister added.

He noted that to date, farmers in the Sverdlovsk region received 677,5 million rubles from the budget - twice more than last year.

"These were used not only to repay a debt to the farmers last year, but in advance. This is a very good support", - said Kopytov.

Today diesel fuel supply for the needs of agricultural producers is 1.9 thousand tons, or 16% of the plan, gasoline 370 tons, or 26% of the plan. The regional Minister stressed that the acquisition of basic amount of fuel and lubricants traditionally falls on April, fuel supplies will be purchased until April 20.
