In the analytical material prepared by the Ministry, notes that the baby food market very pronounced import dependence - of 56.4% of the total baby food in monetary terms was imported into 2016. However, in the production of liquid and pastelike dairy products self-sufficiency is quite high, about 94% in 2016, the document says. As for dry dairy mixes for baby food, in this direction there is a low level of self-sufficiency and high dependence on imports, largely due to the lack of local raw materials of required quality and high cost of imported drying equipment, allowing to obtain a dry milk and whey powder that would meet the requirements for components of dry milk mixtures.

The meeting expressed doubts about the accuracy of the calculations outlined in the document, and noted that Rosstat data do not always reflect the current situation.

Soyuzmoloko in the course of the meeting proposed to change the principles of child nutrition procurement for municipal needs - price should not be the determining factor, otherwise there is a high risk of falling on a table of defective products and also to harmonize customs duties on ready-made baby food and its components, because now the import duty on finished products is lower than on components. Participants also drew attention to the need to prepare targeted proposals to support dairy producers of raw materials for baby food, especially for children up to three years.
