The primary audience of the survey were representatives of the information-consulting teams of the Russian Union of rural youth, leading in all constituent entities of the Russian Federation the awareness of farmers on state support measures in agriculture. As noted by the President of the NRA of the Roots of Beidou, today active young people with their potential, skills and knowledge is a key driver for the development of agribusiness.

The monitoring was conducted in two stages: In the Rostov region - during the national Federal change "Young farmers: Agroecology", attended by more than 500 young people from across the country. And in Moscow - in the days of the main agricultural forum of Russia "Golden autumn-2017". The results of the monitoring of the following: 95% of respondents noted the need to inform farmers about protecting their income with insurance; over 90% consider it necessary to improve their financial literacy; more than 80% want to gain knowledge in matters of insurance. Separate the interest of the audience was aroused by the theme of space monitoring, indicating the need to use this modern tool in APK – this wish was expressed by 84% of respondents.

Seminars on financial literacy in the regions of the NRA organizes on a regular basis. They specialists from the Union explain the features of agricultural insurance with state support.

According to Korney Bizhdov, in General, the survey showed the need and importance of work to improve financial literacy in rural areas, including working with educational institutions. NSA interested in improving the situation in the agricultural education on the subject of "Insurance", and the results of the monitoring were the signal for the start of the program of improvement of professional skills and financial literacy.

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.
