As noted by the President of the NRA of the Roots of Beidou, the questions in the order of subsidizing of agreements with state arose after the publication on 6 December 2017, of the order of the Ministry of agriculture of Russia No. 578. As this document did not specify whether its effect on contracts entered into prior to 6 December 2017. What regional bodies, agricultural uncertainties have arisen with the order of subsidies, associated primarily with the fact that the document stating the regulatory framework, came in fact with an annual delay. At the same time, in some regions the authorities of agriculture, realizing the importance of risk insurance for farmers, did not prevent the conclusion of contracts of insurance. As a result, according to NSA, to November 1 in 45 regions to receive state support was given contracts totaling more than 600 million rubles.

"The national Union of agricultural insurers have addressed this issue with the query in the Analytical center under the Government of the Russian Federation and Federal state budgetary institution "Federal expert-legal center of agriculture" Ministry of agriculture, says the Roots of biggov. – We have received opinions, clearly confirming the position of the NSA that there is no need to amend existing contracts, and the provision of state support for these contracts is legitimate. Moreover, it confirmed the legitimacy of granting state support prior to the entry into force of the decree of the RF Government No. 1347 under contracts of agricultural insurance, has already completed its action". NSA has already sent an explanation to the insurance companies – members of the Union and bodies of the agricultural regions to complete the granting state support to agricultural insurance contracts concluded this year, summed up the Roots of biggov.

The corresponding explanation the heads of agricultural agencies of constituent entities of the Russian Federation was directed by the Ministry of agriculture of the Russian Federation.

Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support.
