The Chairman of Russian government Dmitry Medvedev approved the regulations of recycling of products and packaging after loss of their consumer properties in 2018-2020. Relevant documents published on 10 January on the website of the Cabinet.

"The standard of waste disposal in 2018 for most groups [of goods] is not greater than or equal to the norm waste disposal set for 2017. Thus, for certain groups of goods the standard of waste disposal for the year 2018 is 0% and then introduced with a gradual increase in values. The values of the standards have been established only for groups of goods subject to disposal, which are already established and functioning infrastructure for waste disposal from the use of these products," - noted in the explanatory Memorandum to the relevant order.

In particular, in 2018 the ratio of utilization of corrugated paper and paperboard and of containers of these materials is 25% and in 2020 it will amount to 45%. The same standard approved for the packaging of corrugated cardboard. It is assumed that entrepreneurs in 2018 should recycle 10% of packaging paper and paperboard, and in 2020 - 20%. The accounting standards approved for the plastics, wooden, and cork and aluminium packaging, whereas for packing of steel and glass, they are respectively 15% and 25%.

"The decisions - reducing the burden on the environment by reducing the volume of landfill consumption solid waste landfills, involving waste products to be disposed in the economic turnover as additional sources of raw materials and energy", - added in the explanatory Memorandum.
