During the meeting, chaired by the Chairman of the Committee Mikhail Shchetinin discussed the problematic issues, which in the opinion of the senators, are the most important for the development of agriculture in the eve of spring fieldwork, including issues related to the development of agricultural insurance with state support and the allocation of state support for agricultural insurance from the "one" subsidies in a separate direction, as well as the possibility of the approval of the relevant subsidy as a separate line of the Federal budget.

"According to the NSA on December 1, 2017, once again drew the attention of the meeting the President of the NRA of the Roots of Beidou is the size of the area insured with state support has decreased in comparison with the similar period of 2016 to almost 3.5 times (1.1 million hectares), accounting for 27% of the target of the state Program of agricultural development".

State Secretary - Deputy Minister of agriculture Ivan Lebedev noted that the problems in the development of agricultural insurance with state support in 2017, the Agency informed. The Ministry also received appeals and requests of the senators, deputies of the state Duma about the possibility of removing the insurance from the "one" subsidies in an independent form of state support agricultural producers, but according to the Ministry, this decision is premature, as "United" the grant is valid for only one year.

"The question of the exclusion of support of agricultural insurance from the "single" subsidies or giving protected status this area is for the insurance community of principle, and further development of the market of agricultural insurance with state support without a solution to this problem is impossible," – said the Roots of biggov.

NSA sent to the Federation Council Committee on agrarian and food policy proposals for the revitalization to improve the system of agricultural insurance and the need for urgent action to productive interaction between all departments.

Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support.
