In Russia decreased the self-sufficiency in potatoes

To reduce the self-sufficiency of Russia's potatoes, the accounting chamber has informed on results of check of the program of import substitution of vegetable production, which was conducted in 2015-2017. As noted in the message Department, over the past ten years, the area sown to potatoes in private households, which account for more than 80% of the production of this product, decreased 1.7 times, and the number of such households decreased from 20.2 million to 18.7 million units, could lead to a decline in potato production.

The Ministry of agriculture cited by the chamber, 2017 self-sufficiency in Russia potatoes have decreased from 97.7% to 90.7%. In this case the threshold value set by food security doctrine of the Russian Federation— not less than 95%, have specified in Department.

According to estimates of the Institute for agricultural market studies (IKAR), in 2017, Russia produced 22 million tonnes of potatoes, of which 15.5 million tons — private farms, 6.7 million tons — the corporate sector. Potato Union estimates the average annual consumption of potatoes in the country at 80 kg per person (11.5 million tons), food and agriculture organization of the United Nations is 130 kg per person per year (18.7 million tonnes).

According to the Executive Director of the National horticultural Union, Mikhail Glushkov, overproduction of potatoes in 2015-2016 led to lower wholesale prices and, consequently, profitability. According to Ikar, the situation began to change in the second half of the current season. By the end of 2017 the average price of potatoes in the Bryansk region has reached 11 rbl. for 1 kg from the VAT, while the previous year was at 7.75 Euro per 1 kg, and at the end of December 2015 — 7 rbl. for 1 kg, estimated by analysts. In Icarus I believe that selling prices for potatoes in the first half of 2018 will remain significantly above last year's figures, the Russian harvest in the market will end several weeks earlier than last season.
