So, according to already adopted amendments to resolution No. 1104 from the list of subsidized goods during transportation are eliminated the seeds of the oilseed. "The original decision was made to subsidize internal transport in the export areas in China. And, in General, this measure is important to support farmers. While in the Urals, the far East and Siberia has developed an unusual situation - despite the total lack of raw materials in the country, these regions were in surplus. At the same time, oilseeds, because of the distance from the consumer market of these regions went to China, and not our processors. And it at chronic shortage of raw materials in the industry. Underutilization of the capacity remains at 40%. In our view, illogical to maintain at public expense, the export of oilseeds abroad, when we are in need of raw materials and products of their processing there is a steady export demand", - explained the situation to the Executive Director of the oil and fat Union of Russia Mikhail Maltsev.

It is noted that the regulation of the market of oil raw materials necessary to regulate comprehensively. In particular, the situation will have a significant impact adjustment resolution No. 1595, a public comment which will end on 31 may. The new draft assumes that farmers will receive subsidies during transportation of oilseeds from the Siberian, Ural and far Eastern Federal districts in the Central Russia and its southern territory.

"A similar regulation imposed by the state for grain, when subsidized transportation from surplus entities in the export direction. Not allowing to leave raw materials in China, we, in effect, getting a triple effect: supported oilseed prices in surplus regions, downloadable free processing capacity and increase the export of finished products," - said Maltsev.

In an oil and fat Union of Russia emphasize that the amendments to the regulations on subsidizing transport for the oil sector, "soft" measures to regulate the domestic market, enabling to increase efficiency of state funds.
