The Deputy head of the Ministry of agriculture noted the importance of the agreements reached by the Ministry of agriculture in the negotiations with the Republic of Belarus to limit the volume of imported dairy raw materials, to stabilize the dairy market of Russia. However, overstocking of dairy processors of imported raw materials already put pressure on procurement price of milk and in some regions from December 2017 notes unreasonable, that affects the stability of the market and the income of agricultural producers. The necessary measures that will protect farmers and provide them a decent price for the manufactured product.

With the current price situation and the ways of stabilization by the Director of the Department of economy, investment and regulation of markets of agriculture Anatoly Kutsenko.

Their proposals for the development of a package of measures was announced by the first Deputy Chairman of state Duma Committee on agrarian issues Airat Khairullin, Chairman of the National Union of milk producers Andrey Danilenko, CEO, Russian Union of dairy industry enterprises Lyudmila Manicka, Chairman of the Union of sugar producers of Russia Andrey Bodin, Director of SAAS Farm. Talking in particular about the formation of the balance of mutual trade between Russia and Belarus, based on the needs of Russia, on the regulation of imports of milk powder by establishing monthly quotas; on amendments to the order of labelling of dairy products; the widespread introduction of EVS in all constituent entities of the Russian Federation; on the inclusion of "cheese-like product" in the Single list of goods subject to veterinary control (supervision).

Among the mandatory measures was also called a ban on the use of powdered milk in production of cheese, butter and condensed milk, the development and approval of methodology for determining of milk powder in the finished product and to provide state support only to those processors that have mandatory long-term contracts with producers.

The outcome of the meeting was formed by Order of the Ministry of agriculture of the Russian Federation to stabilize the price of commodity milk.
