"The bill was the result of many months of painstaking joint work of all stakeholders – the agricultural Committees of the Federation Council and the state Duma of the Russian Federation, the Ministry of agriculture, Ministry of Finance, Bank of Russia, the agrarian sector unions and the NSA – said the Roots of biggov. Not less intense was the process of preparing this document for the second reading, which was also made innovations. Accepted 6 December, the document introduces important changes in force since 2012 the Law on state support of agricultural insurance. The principal novelties are the abolition of the threshold of loss of harvest for the recognition of the occurrence of the insured event and the expansion of the list of these dangerous phenomena. The second reading of the bill was introduced another key innovation – now the landowner will be able to insure selfhonesty not only from all hazards, but from the specific list of risks. All of this will require very serious work on adaptation of insurance programs from the Ministry of agriculture and NSA, but ultimately the amendments make the system more flexible."

Also, the bill expanded the range of available choices for farmers insurance deductibles and specified certain aspects related to the process of concluding contracts of subsidized insurance. So, in the law for the first time, introduced standard requirements to the procedure for subsidizing the costs of farmers insurance, to be adopted at the level of each subject of the Russian Federation participating in the system. It must be spelled out specific lists of documents and the terms of all procedures related to the consideration of the applications of farmers and transfer of subsidies.

"Amendments to the law reflect the experience accumulated over nearly 7 years the practice of agricultural insurance with state support – emphasizes the Roots of biggov. – So, for large enterprises in the agricultural sector contracts will be facilitated in connection with a resolution to provide insurance protection of risks of the same object in several contracts concluded with several insurance companies. This will give the possibility to insure large risks. Agricultural holdings with farmland in different regions of Russia will no longer face the uncertainty of subsidies. For livestock farmers it will be important that the specified wording for insurance of animals in case of a hearth threat of the disease. Finally, giving the legal status of methods of space monitoring of crops and agro-meteorological indicators should not only improve the transparency of agricultural insurance, but also to open opportunities for the development of new insurance products."
