The roots of Beidou pointed out that the statistics show that this kind of insurance is most common in the environment of large and medium-sized agribusiness. On average, one insurance contract from 2012 to 2018 was immune from 1.9 to 3.3 thousand ha. In 2018, this figure amounted to 2,5 thousand hectares – exactly what is the average area of agricultural land of farmers. The average farmer in Russia has land less than 230 ha.

Obstacles to the use of crop insurance farmers are the lack of official statistical reporting and experience in other types of insurance. But the main reason is the high cost of the insurance policy with limited financial resources of the farmer. "It turns out that, with its higher risks compared to large farms – a small area the probability of losing an entire harvest above – farmers have limited access to insurance protection, even though they are more in need. The need for coverage of small farms in agriculture insurance drew the attention of the Bank of Russia – in the consultative report, Bank for the development of agricultural insurance in 2017 expressly stated the need to develop instruments to protect risks for this category of farmers," – said the Roots of biggov.

The solution to this problem, the NSA sees the efforts on three fronts simultaneously, said the President of the NSA. The first is to adapt the insurance programmes to the peculiarities of small farms. "The needs of farmers could meet such programs as index insurance direct costs or insurance costs for reseeding of winter crops," – said the Roots of biggov. Second, the development and mass involvement in the insurance of agricultural cooperatives, which are widely used for this purpose in the EU will reduce the price of insurance. And thirdly, farmers need supporting infrastructure based on the experience of consulting centers for farmers already operating in the Ministry of agriculture of the RF subjects.

"The organization of "a uniform window" on the issue of insurance is also possible on the basis of farmer's associations in subjects of the Russian Federation, – said the President of the NSA. – This fall, the NSA signed a cooperation agreement with ACCOR Nizhny Novgorod region, which is aimed at the practical organization of crop insurance for this type of households."
