In accordance with the bill, the owners themselves or through other persons are required to mark their animals (tattooing, attach tags, chipped) and provide information to organizations which carry out accounting of animal.
The registration of animals will be carried out free of charge by authorized persons of the bodies and institutions included in the State veterinary service of the Russian Federation or certified by a submission to the Federal state information system in the field of veterinary information on the numbered animal.
The proposed bill provisions will allow the specialists of the veterinary service to quickly identify sources that negatively affected the epizootic situation, with a view to their elimination. Also, this measure will reduce the owners ' expenses related to the treatment and death of animals.
The possibility of the implementation of the traceability of animals and animal products is one of the fundamental components of ensuring epizootic welfare and food safety of the Russian Federation. A system of accounting under veterinary surveillance of goods is also one of the main requirements of the competent authorities of third countries in the assessment of control systems for exported products of animal origin.
Currently, the marking and registration of animals has been used successfully in a pilot project in the Republic of Bashkortostan, Saratov region, Nizhny Novgorod region, Rostov region and St. Petersburg.
