Previously Topilin reported that it is necessary to prepare all the calculations, rationale and proposals for the revision of the consumer basket during 2019-2020.

In November 2018, the press service of the Ministry of labor announced that the Agency will work on updating the consumer basket with the involvement of experts in the field of nutrition, expert and scientific community. The Agency noted that the revision of the basket will be developed proposals on changing the composition of food products, "the value of the ratio of non-food goods and services with the cost of food provided in the current consumer basket, taking into account international practice, determine the subsistence minimum".
