In his speech at the forum "Cooperation between the state and business in sustainable development: the social aspect", which takes place in the framework of Russian business Week, Golikova noted that despite the positive statistical indicators to reduce injuries and occupational diseases over the last 10-12 years, "the current model of safety management that is based on strict regulation of the procedure of actions of the employer, in our view, has exhausted itself."

"The dynamics of the reduction of injuries began to change, the absolute "unchanging leaders and leaders" for their contribution to the total number injured at work remain separate spheres of activity, such as construction, manufacturing, mining, agriculture, forestry and transport," he said.

According to her, the analysis shows that in two thirds of accidents the cause is the human factor, due to the low safety culture, disrespect and even disregard the requirements of labor protection.

"We need to refocus the response mechanisms mechanisms to prevent (diseases and accidents at work - ed.), that is, the introduction of a system of active identification, assessment and reduction of occupational risks before they cause deterioration of the health of workers or accident. This work, in our opinion, should be based on the inclusion and synchronization of activities of all stakeholders: the state, the employer and the employee," - said Golikova.
