The mechanism of continuous cold chain during the transportation of perishable goods Russia needs for food security

On 7 June at the St. Petersburg international economic forum, the Ministry of agriculture of Russia and JSC "Russian Railways" signed a cooperation agreement. The document was signed by Minister of agriculture Dmitry Patrushev and the Director General – Chairman of the Board JSC "RZD" Oleg Belozerov.

The agreement is to establish long-term cooperation in the implementation of the rail transport of agricultural goods.

Its main task is to organize the most efficient and convenient of the transportation process for shippers, agricultural production, and for the carrier.

One of the main areas of cooperation would be cooperation on the implementation of specific measures and investment projects, including those aimed at the development of infrastructure on the approaches to agricultural logistics facilities, port and land crossing points that have a positive impact not only on the domestic transport of raw materials and food, but will also contribute to the elimination of barriers to the implementation of the export supply of agricultural products.

The Ministry and the main operator of the Russian railway network have also agreed to coordinate the preparation of proposals in the area of tariff policy and the provision of Advisory and information support to users of railway transport, engaged in the transportation of agricultural goods.

In addition, the order of the President, the parties will cooperate in the development, implementation, and providing a mechanism for continuous cold chain during the transportation of perishable goods with the aim of providing the population with quality products.

"The issue of development agrologistika is of great importance for the solution of the President's task to increase export of agricultural products. The agriculture Ministry and Russian Railways will work together to make the transportation of agricultural products as accessible as possible for our farmers and efficient for the carrier. This will greatly increase the supply of domestic agricultural products abroad, and also have a positive impact on the domestic transport of raw materials and food," said Mr Patrushev.

6 April 2019 the Russian Federation Government resolution №406 approved the rules of granting subsidies of JSC "Russian Railways" for the transportation of grain by rail from the Krasnoyarsk and the Altai territories, Orenburg, Kurgan, Novosibirsk, Omsk, Kemerovo, and Tyumen regions. Rules apply for travel from 1 February to 31 August each year.
