Following the meeting, the Committee approved the formulation and inclusion in the state Program of the subprogram "risk Management of agriculture" that combines measures of prevention of risks of natural and technogenic character, and also minimise their impact, including agricultural insurance. In addition, approved the recommendation of the Ministry of agriculture and the National Union of agricultural insurers to develop proposals for possible inclusion in the system of agricultural insurance, additional insurance programs, fully tailored to agro-climatic conditions of individual regions and agricultural industries.

"Changes in the law on agricultural insurance with state support, which came into force in March 2019, allow farmers to choose the insurance coverage options, including to focus on certain risks – said in his speech at the meeting, the President of the NRA of the Roots of biggov. But now, the practice shows that forming of insurance protection APK must make the best cover from the risks that most seriously threaten the sustainability of the agricultural sector in each region. The evaluation of these risks, selection of optimal conditions of insurance – a task that requires expertise and an integrated approach. In addition, insurance is only one of the measures to protect agriculture from the risk, along with other – adoption of anti-epizootic measures, irrigation, anti-hail activities, support to farmers in emergencies and others. Therefore, NSA has consistently advocated the selection of risk management measures as a separate direction of the state Program of development of agriculture. This position is supported by the agricultural unions, the relevant Committee of the Russian Union of Industrialists and entrepreneurs on agriculture and insurance".

According to the NSA, specific conditions may require protection against the risk of hail, including in orchards and vineyards, winter risk for winter crops. "One of the promising directions can be the development of index insurance of crops, the legal basis for which appeared in 2019 in connection with the amendments to the law to give legal status to the methods of remote shooting fields," said the President of the NRA of the Roots of biggov.

Senator Sergei Lisovsky expressed concern about the number of regions that such a measure as the increase of untied support to the insured farmers may violate the principle of voluntary insurance.

"Really, this year for the first time the state has allocated additional funds to regions for the provision of support to insured households. It is not binding, and indirectly stimulating measure regarding only 15% of the total volume of this support, " - said the Roots of biggov.
