The Ministry of agriculture of the Russian Federation has prepared amendments to the law on public procurement for quality control of products
The Ministry of agriculture of the Russian Federation published a draft of amendments to the law on contract system to ensure control over the quality and safety of purchased food, to information on the portal of projects of normative legal acts. End date of public comment July 11. The planned commencement of the project owing to January 2020.

"The changes ... are designed to provide a level of control over the quality and safety of purchased food and products, ... the imposition of mandatory tests to the set of food laboratories, testing centers accredited in the national system of accreditation", - stated in the explanatory Memorandum.

According to experts of the Ministry, it "will facilitate an effective response to the supply of defective or adulterated food or tobacco products within the framework of procurement for state and municipal needs".

Currently, the quality and security of supply is only checked at the receiving stage, which is carried out often by comparing the data of accompanying documents with the requirements specified in the specification to the contract. However, the assessment of conformity of purchased food of normative-technical documents, sanitary norms and hygienic standards are not conducted only once, the document says. The provider also conducts lab research supply of food, relying on the documents on the assessment of compliance provided by the manufacturer.

"Thus, the quality of food and products purchased under the contract to ensure state and municipal needs, in fact, depends on the manufacturer, who is not a party to the contract nor responsible for its execution," the document says.
