Round table "agricultural Insurance as a risk management tool for agriculture. Prospects of development" was organized by ECA in the framework of the XVII International conference on insurance of the Russian Union of insurers of St.-Petersburg. The event was held July 3 in the building of the State Hermitage. It was attended by the heads of the establishments of agricultural insurance with state support in Russia, France, Spain, Italy, Poland, Belarus, and Kazakhstan, representatives of insurance and reinsurance companies, industry associations agribusiness, agricultural science.

"The reports allowed us to identify several trends which influenced developing a modern agricultural insurance in Europe and the countries of the former USSR, - said the President of the NRA of the Roots of biggov. – First, the negative impact of climate change and the spread of dangerous diseases of farm animals is increasingly a concern and the farmers, and their insurers, in connection with the question of the need to strengthen the system of agricultural insurance.

Second, in the formulation of agricultural policy state structures are increasingly moving from simple support of the insurance itself to the development of a unified set of risk management measures, part of which are various insurance mechanisms, and other measures. In this direction, in particular, moves by the European Union. At the same time manifests a focus on further individualization of the programs and conditions of agricultural insurance with state support – for example, consideration of the technologies of organic farming.

Thirdly, the introduction of digital technology in the management of the agricultural sector opens up new possibilities in terms of organization of agricultural insurance and governmental support. Some countries have already begun practical testing of such mechanisms - thus, the round table was presented a specific experience of Kazakhstan on introduction of index insurance in practice with the use of digital platforms."

"The further development of agricultural insurance in Russia should take into account current trends, but to rely primarily on the perceptions of farmers and the specific needs of the regions in the protection of risks of agriculture" – said, summing up the "round table", the President of the NRA of the Roots of biggov. He noted that in the period 2019-2020 NSA intends to pay special attention to the development of customized insurance programs tailored to specific areas of agricultural production and increase convenience to farmers, procedures, insurance and claims management. One of the first tailor-made programs should be a program of insurance of vineyards and perennial plantations. In addition, ECA intends to apply to the Ministry of agriculture of Russia with a proposal to increase crop insurance subsidies in 2020 to 3.5 billion rubles, in accordance with manifested in the current year demand.
