The decline was observed on the North and West of the Volgograd region, the West and the centre of Saratov, the South of Ulyanovsk and Samara regions. In the "red" zone, practically all Orenburg region and the South of Chelyabinsk, – said the Roots of biggov. – This means that agricultural crops are not scored average values of green mass, that is, their development in these areas lagged behind the norm, and the crop can be reduced".

President of NSA pointed out that almost all of these regions are already in the place of attention of experts of the Union due to unfavorable agro-meteorological situation, which was formed in the autumn of 2018. As reported by the NSA in October 2018, a large part of the country then it was noted the decrease of the ratio of the cumulative precipitation by 30% or more compared to the normative for each region (average over ten years). In the southern region, the largest decline in the cumulative precipitation (from 40-50%) was observed last fall on the South and North, Stavropol territory, in the Republics of Chechnya and Dagestan, Eastern and Central districts of the Rostov region, in the southern and Northern part of the Volgograd region. In the Central Federal district "dry band" stretches across the Belgorod, Kursk, Oryol, Tula, Lipetsk, Voronezh and Tambov partially region to the regions of the Volga region. In the Volga region at the time of sowing of winter cumulative precipitation deficit was most pronounced in the Saratov and Samara regions were also dry Penza and Ulyanovsk region. Also in the area of pronounced rainfall deficit was the Orenburg region.
