The state Duma Committee on agrarian issues during the autumn session will continue work on the legislation on land reclamation, unclaimed land shares, increasing profitability of farmers, issues of stewardship of use of agricultural land and the renewal and modernization of agriculture development of private sector and cooperative societies, improving the quality of life of the villagers, told to "parliamentary newspaper" the first Deputy Chairman of state Duma Committee on agrarian questions Vladimir Plotnikov.

In the upcoming session, the parliamentarians will work on a bill to reduce electricity rates for agricultural enterprises.

"Today, they and a half to two times higher than for industrial companies, — said Vladimir Plotnikov. — We deal with this subject consistently. In September a meeting is scheduled with the invitation of heads of relevant ministries to provide the solutions necessary to implement the relevant orders of the President," he said.

The Deputy also told what has been achieved by the deputies in the agrarian sector during the spring session.

"A distinctive feature of the current agricultural year has been the adoption of important decisions aimed at improving the living conditions of the villagers. The most significant of them — the start of the state program of complex development of rural territories for the period 2020-2025. This document increases funding for the social sphere of the village and contains the mechanisms to implement those projects in which interested the villagers themselves. The program gives the Russian village historic chance to revive", — the MP noted.

A number of bills considered by the State Duma aimed at improving the conditions of productive activities in the agricultural sector, strengthening of farms, said Plotnikov.

"A law that allows farmers to use land as collateral. This will increase the availability of credit, without which sustainable development of agricultural production impossible. Also legislated the reduction of VAT on fruit and berry products (VAT cut in half from 20 to 10 percent). Such a decision, we sought for several years", — said the Deputy.

According to Vladimir Plotnikov, great importance is also introduced in this session of a bill that allows farmers building a house on his land.

Another area of work is reform of the veterinary inspection. In the first reading adopted a bill providing for the establishment of a clear vertical line in this area. This work, the MP stressed, in close cooperation with representatives of the regions, experts to maximize the use of existing positive experience.

During the spring session, the MPs paid particular attention to the issue of electricity tariffs for farmers that in half to two times higher than for industrial companies.
