According to the National Union of agricultural insurers, the insured farmers in Perm region during the past year received 62 million rubles of insurance payments for crop damage. In this case for insurance policies of households paid 18 million rubles and the same amount transferred to the budget in the form of subsidies.

In the summer of 2019 in the Perm region, in connection with heavy rains and hail, the regional government declared a state of emergency. If at the initial stage of destruction of crops was recorded only in seven municipal districts of the region, further victims were found in another 39 districts.

"A similar situation is observed in the Perm region not for the first time – says the President of the National Union of agricultural insurers the Roots of biggov. In 2018 the amount of insurance payments and premiums on contracts crop insurance with state support in the region almost equal and amounted to 56, and 58 million RUB respectively. That the region belongs to the areas with high loss-making, evidenced by the fact that due to dry winds and prolonged rains of emergency was declared also in 2016 and 2017".

According to the NSA for the last reporting date, in 2019 Perm region have been insured by 41 thousand ha – with a total cultivated area of 732 hectares.

"Since the entry into force of the law on state support of agricultural insurance in 2012 the insurance companies paid the farmers of Perm region under insurance contracts selkhozizdat 354 million rubles", – said the President of the NSA.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
