"At the moment, the relevance of the interventions fell in with the advent of support measures enshrined in the government decree of April 6, 2019 No. 406 "About the statement of rules of granting subsidies from the Federal budget to open joint stock company "Russian Railways" on compensation of revenue losses arising from the establishment of preferential tariffs for the transportation of grain," – said the official representative of the Ministry.

He recalled that the support measures existing within the framework of this resolution, allow you to transport surplus grain from regions to ports in the Central part of Russia. "The Ministry of agriculture, the Ministry of Finance and market participants have already recognized the subsidizing transportation is more efficient than the conduct of procurement and goods intervention," – said the official representative of the Ministry.

In accordance with the document, in 2020 the Ministry of agriculture subsidizes the export of 2.1 million tons of grain from Altai Krai (514,871 kt), Krasnoyarsk region (266,826 kt), Kemerovo region (103,89 kt), Kurgan region (195,366 thousand tons), Novosibirsk region (289,932 thousand tons), Omsk region (463,037 kt), Orenburg region (74,761 kt) and Tyumen region (185,27 kt) for the period from 1 February to 31 August.

The mechanism of purchasing and commodity interventions of grain operates in Russia since 2001 and is used to stabilize the prices of crops: implements state purchasing interventions with increasing grain prices, and the commodity – in their decline. The agriculture Ministry reported on February 14, 2020, the amount of grain from the Federal intervention Fund is 1.8 million tonnes.
