President of RF CCI Sergey Katyrin said that under the order of Russian President Vladimir Putin finalized the proposals in the National plan of action for the restoration of employment and incomes, economic growth and long-term structural changes in the economy. The Russian government expects from business specific and elaborate proposals for inclusion in the national plan.

Vice President CCI of Russia Dmitry Kurochkin said that the consolidated proposals of the RF CCI should contain both system-wide and sectoral measures to promote the development of economic sectors. They should be split in three stages: operational decisions (June-August 2020), medium term (to 2020) and long term (to 2024).

Konstantin Babkin said that the engineering industry operates in a complex environment, there is a drop in the production of road construction equipment, locomotives, freight cars, cars. He voiced suggestions on how to support civil industries and for system-wide measures of economic development of the country.

They include such steps as turning on construction and road machinery (SDT) and manufacturers of components for engineering companies specialized in the industries of the Russian economy, the worst affected in terms of the spread of coronavirus, the introduction of a mechanism of subsidizing the discounts on the products manufacturers of SDT by analogy with the Program No. 1432.

It is necessary to purchase specialized equipment in the framework of Federal law № 44 and № 223 exclusively Russian production, comply with the requirements of order No. 719.

You want to reset the period of crisis, all taxes and fees to extra-budgetary funds for salaries less than 25 thousand rubles, to reduce the key rate of the Bank of Russia to 0.5% per annum, to abandon export restrictions of agricultural products to zero excise duty on manufacture of fuel and the tax on extraction of mineral resources, to strengthen support of non-oil exports.
