Experts predict stagnation of the greenhouse industry in connection with the abolition of quotas on import of Turkish vegetables
On 23 June the Ministry of economic development has asked the Ministry of agriculture of the Russian Federation to assess the implications of the abolition of quotas on imports of Turkish tomatoes. The question was raised during the working group meeting on protective measures in foreign trade of the government Commission on economic development and integration.

According to the Deputy of the state Duma and President of the Association "Greenhouses of Russia" the abolition of quotas on Turkish vegetables is impossible without the introduction of mandatory inspection of foreign suppliers of fruits and vegetables. Moreover, in a pandemic COVID-19 change of the quota may cause the stagnation of the greenhouse industry.

"The Association has always promoted healthy competition among suppliers and producers, but at the moment we speak out against changes to the quota for the import of tomatoes from Turkey. Most of the Turkish products is questionable from the point of view of food security. To prevent the cancellation or increase in the quota, you need to take under the production control of the Rosselkhoznadzor all foreign suppliers and manufacturers. First and foremost, it is important to ensure the health of Russian citizens", - commented on the proposal of the RF Ministry of economic development expert of the Association "Greenhouses of Russia" and the Deputy of the state Duma of the Russian Federation Alexey Sitnikov.

The Federal service has repeatedly spoken about the serious threat of Turkish vegetables for phytosanitary safety of Russia. In some cases, the consumption of these products lead to different intestinal diseases. For example, in Turkish fruits and vegetables 1495 times identified quarantine for Russia objects. In April last year on the basis of availability in vegetables "of the Californian flower thrips" in Russia was not allowed to 39.5 tons of tomatoes.

Moreover, according to industry experts, the domestic manufacturers now have to meet a large number of conditions and requirements, which are not provided for the Turkish importers. Foreign and Russian producers should be under equal conditions of production and marketing of products. This will positively contribute to fair competition in the domestic market and, in turn, will protect our products.

The President of the Association also understands the concerns of entrepreneurs, representatives of the domestic greenhouse industry. Alexei Sitnikov sure, need to increase quotas for the supply of tomatoes from abroad no. The decision to cancel quotas on the import of Turkish vegetable products will have the most negative impact of the greenhouse plants that are now under pressure situation with the pandemic COVID-19.

"According to our estimates, Russia needs no additional supply of tomatoes from abroad. Due to the significant increase in the cultivation of tomatoes in protected and open ground using drip irrigation there is a significant increase in the volume of proposals. Confirmed it and the price of tomatoes is actually 2 times lower than in the corresponding period last year. If in July of 2019 the price of tomatoes in wholesale sales remained at the level of 110 – 120 rubles/kg, today the majority of offers does not exceed 60 rubles/kg tomato. We can safely say, the people of Russia secured with tomato totally different view at an affordable price. The situation is already difficult. Excessive pressure of Turkish products on our market will put the industry at risk of stagnation. In April and may, the enterprises have worked with a significant reduction in revenue that almost jeopardizes the implementation and completion of the investment phase and phase-to-value for many projects.
Moreover, the number of plants is experiencing difficulties in mutual settlements with gas and utility companies. The problem is so serious that in Ulyanovsk today is the issue of termination of gas supply to the enterprise", - concludes Alexey Sitnikov.

From the industrial point of view, greenhouse businesses are showing excellent growth results. According to the operative data of regional agricultural administrative bodies in winter greenhouses assembled 673,6 thousand tons of vegetables, which is 17% higher than 2019 (577,9 thousand tons), including were collected 214,2 thousand tons of greenhouse tomatoes , which is 21% higher than the same period of 2019. According to the Ministry of agriculture on June 30, the gross harvest of tomatoes amounted to 229 600 tons, which is 28.6% more than in the same period of 2019, including the greenhouse tomato – 227 400 tons (28.9% increase). Moreover, this year the agriculture Ministry expects a record production volume of greenhouse vegetables - at least 1.25 million tons, which is 6.1% higher than in 2019.

Russia banned the import of tomatoes and other agricultural products from Turkey since January, 2016. From 1 November 2017 Russia gradually increased the quota for the import of Turkish tomatoes from 50,000 tons to 200,000 tons. From November 1, 2017 to June 28, 2020 from Turkey were delivered to 183 000 tons of tomatoes, or 91.5 per cent of the total volume of the established quota (200,000 tons).
