Confiscated tobacco, and of the means of production in Russia it is proposed to destroy. The Ministry of agriculture has prepared amendments to the legislation. On Wednesday reported by the newspaper "Izvestia" with reference to the documents of the Agency.

As newspaper the Ministry of agriculture developed amendments to articles 81 and 82 of the Criminal procedure code of the Russian Federation and the Federal law "On protection of health of citizens from impact of ambient tobacco smoke and consequences of tobacco consumption". The Ministry proposes amendments to regulations on the disposal and destruction of seized illicit tobacco products and the main technological equipment for their production.

It is specified that thus will be prevented, the possibility of getting confiscated at the market, and will be able to save budget funds spent for long-term storage of illegal tobacco products. The agriculture Ministry also plans to oblige companies to use to produce tobacco products only in its own equipment or under economic or operational management. To do this, the Agency proposes to enshrine in law the definition of illegal trafficking of tobacco products and of the main technological equipment for the production of this product.

According to the newspaper, in the last few years has increased the share of tobacco products domestic production, marked with special stamps, although it is sold at a price lower than the minimum amount of excise duty and VAT, which the manufacturer is obliged to pay in taxes on each pack.

"This is a threat to the economic interests of the Russian Federation. The growth of illegal trade leads to a reduction in revenues of budgets of all levels, improving the affordability and availability of illegal tobacco products, primarily for juveniles, and to a dramatic reduction of the legality of the tobacco market", - explained in the Ministry.

According to "Izvestia", in the fractions of the state Duma the initiative of the Ministry of agriculture reacted positively. Amendments to the Criminal procedure code was developed in response to the request of the government of the Russian Federation, the planned date of their entry into force - January 2021.
