Institute of comprehensive strategic research (ICSI) has made the first ranking of regions according to the efficiency of the APK in the first quarter. According to the document (there is a "Agroinvestor"), became leaders of the Krasnodar Krai (100 points), Moscow (89,06) and Voronezh region (84). Fourth place in the ranking took Tatarstan (77,66 points), followed Belgorod (73,65), Rostov (73,18), Samara (70,5), Moscow (of 69.83) and Kaliningrad (68,3) region. Closes the top-10 in Kursk oblast with 66,86 points. The worst situation in the Jewish Autonomous region, the region scored no points.

Agriculture is one of the key sectors of the economy, but its condition and dynamics of development in the regions vary greatly. A rating of ICSI allows to track changes in both absolute and relative performance in the agricultural sector by an integral indicator that takes into account a combination of factors that affect the performance and efficiency of the industry. "It gives the opportunity to evaluate the efficiency of agribusiness, not gross figures, which depend on natural and climatic factors in a particular region" — says the expert ICSI Hope kanygina.

This is not always recognized agricultural regions are characterized by efficient organization of agricultural production. Thus, some regions with high agricultural potential — for example, the Stavropol territory (the 17th), Bryansk (13th place), Orel (27th place), Lipetsk (12 place), Kaluga (14) — not included in the top ten list of what ICSI analysts consider alarming conclusion.

"But the fact that Moscow was among the leaders in the performance of the agricultural sector, is not surprising: the capital has a winning logistics performance, it was quite a lot of legal entities and individual entrepreneurs in the agricultural sector, commented "the Agroinvestor" kanygina. — Moscow is among the leaders in the export of agricultural products, in addition she was in first place in terms of collected premiums in agricultural insurance".

ICSI draws attention to the significant backlog of most regions from the leaders of the rating shows that the really high figures are typical only for a very small number of regions, the others barely catch up with them. For example, the absolute leader in the group performance of "Funding" in the first quarter was Tula oblast — in the first place, due to the high volume and pace of credit growth in the field of food production, as well as the relatively low level of overdue loans and a substantial reduction compared to last year's level, says kanygina. The absolute outsider financing became the Jewish Autonomous oblast, Chukotka Autonomous Okrug and Karachay-Cherkessia.

"Foreign trade last place was taken by Sakha Republic, which in the first quarter did not send agricultural products for export, although a year earlier, the region supplied the alcoholic drinks in Latvia", — said kanygina. Agricultural insurance leaders were Moscow, Krasnodar region (in terms of premiums), Chuvashia (by number of contracts), Samara and Irkutsk region (the growth in premiums and number of contracts). In terms of the production of the first line took Krasnodar Krai, Chechnya, Kursk and Moscow region, lists kanygina.

As follows from the rating of ICSI, the regions of the Central Federal district in General, a good performance, especially in terms of funding, although there is asymmetry. For example, in Ryazan, Smolensk, Tambov, Orel and Tver regions poor results in agricultural insurance, the rate of growth of agricultural exports and profitability. The rating was based on the following groups of indicators:

Manufacturing — production index agriculture production and the volume of shipped goods of own production, works and services in the field of agriculture and food production.

Funding — the amount of loans granted for the production of food and agriculture, hunting and forestry; the share of overdue loans in these sectors; bringing to the region the state, the percentage of utilization of funds of the Federal budget.
Agricultural insurance — the amount of premiums and number of contracts.

The attractiveness of the industry — the average monthly nominal wage of employees in agriculture; the level of profitability of sold goods, products, works, services in the areas of agriculture and food production; the number registered on 1 April 2020 SFG and the growth of KFKH registrations.

Foreign trade — export volume from the region of agricultural products and food; the number of countries importing agricultural products from the region; the range of exports; the share of processed products in exports.

"For each region, the data taken on the five groups of indicators. First, we work with indicators in the group, for example, crop insurance in each region taking absolute values, the volume of premium and number of contracts and the relative annual growth rate, first quarter of 2020 by the first quarter of 2019, the volume of premiums and number of contracts. In the end, each region under each indicator are assigned a rating on a 100-point scale.
