"In 2016 the risks of spreading pests protected by the insurance policy, – says the President of the NRA of the Roots of biggov. – In accordance with article 8 of the Federal law on insurance No. 260-FZ, the state support is carried out, including the case of insurance for such risk as loss of harvest as a result of "the penetration and (or) spread of harmful organisms, if such events are epiphitoties character." Under epiphitoties character refers to the mass distribution. Insurance regulations the concept of "harmful organism" is defined as "any living organism that can cause harm to plants or plant products". Fit into this category not only locusts, but also rodents".

According to the NSA, on the conditions of state support for the first half of 2020 in the Volgograd region insured 24 thousand hectares of spring crops in the Republic of Khakassia 7 thousand hectares in the Astrakhan and Rostov regions insured 5 and 23 thousand, respectively. The farmers of Kalmykia and the Chechen Republic of the crops are not insured. According to experts of the Union, a direct threat to the crops represent adult individuals of locusts that can destroy the culture, harvesting where farmers spend late summer and early autumn, such as sunflowers and corn. In addition, in regions where there remains a risk of locust infestations, it is advisable to insure the risk of epidemics for insurance of winter crops.

According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
