During the round table discussed the results of the Fri conducted research on the effectiveness of state support of agricultural insurance and the results of using the state support for practices taking into account obligations of the Russian Federation upon accession to the WTO. The participants of the discussion were the Deputy head of financial policy Department of the Ministry of Finance Vera Balakireva, the Director of the Department of Economics and state support for agriculture of the Ministry of agriculture of the Russian Federation Natalia Chernetsova, Director of the Scientific research financial Institute of the Ministry of Finance of the Russian Federation Vladimir Nazarov, head of Department of methodological support for voluntary insurance, insurance market Department, Bank of Russia Dmitry Medlov.

A significant part of the research work of the Fri is dedicated to the organization of the process of subsidization. In particular, experts nifi stressed the important role for both farmers and insurance companies of such factors as timely subsidies, and full. In case of illegal refusal in the state or its untimely provision by the authors of the study suggested the possibility of introduction to the authorities of the legal consequences. In addition, the paper proposes specific mechanisms for reinsurance of agricultural risks on the basis of the Republic popular and the creation of a unified information system between the Bank of Russia, the Ministry of agriculture and NSA.

Commenting on the results of research work of nifi, the Roots of Beidou drew attention to the fact that one of the targets of NSA programs is the development of additional programs, including a program index crop insurance.

"The scientific community shares the position of the NSA, the need for removal of a single crop insurance subsidies, but stressed that this should not be an end in itself, and supported by a number of other effective measures on the part of agencies and the insurance community, says the Roots of biggov. – It would therefore be advisable to consider a number of findings and recommendations this large-scale research and to include them in the project "road" map of the NSAs for the development of agricultural insurance. In addition, the roundtable participants recognized the need for a serious scientific level to consider the criteria for the effectiveness of insurance in General and crop insurance in particular."
