"Lack of population density in remote areas of the Leningrad region inhibits socio-economic development of territories. To overcome negative tendencies the head of the region Alexander Drozdenko proposed to implement the program "Far Leningrad hectare" for those wishing to engage in the development of farmers", — stated in the message.

According to Drozdenko, "the program needs to solve three issues: enter the extra space in active agricultural rotation, to bring on-site additional investments and to improve the demographic situation in remote areas of the region".

The Governor said that for 3 years the land would be leased. Upon successful development of the economy at the expiration of that period the recipient of the hectare will be able to redeem it in the property for 3% of the cadastral value of land. The head of the region instructed the Deputy for Finance and agriculture to provide additional financial support to displaced people and to the Committee on the economy — for them to develop a package of economic incentives.

In General, the redistribution Fund is 258 thousand hectares. Regional COOGEE note that if necessary it can be expanded at the expense of some reserve lands.

The program will relate to boksitogorskiy, lodeynopolsky, Podporozhsky and slantsevsky areas.
