Regional state of emergency in connection with the floods introduced on the territory of the whole Volgograd region on April 4. During the period of maximum rise of water in the zone of flooding hit 47 settlements along the river Khoper and its tributaries. According to the regional emergency Department, on April 10, flooded about 2, 5 thousand households. On the appeals of the population of emergency situations is the evacuation of not only people but also farm animals, but local media report the deaths of cattle owned by citizens.

"The Volgograd oblast is a region of increased risk for agriculture – for example, last winter a quarter of winter crops was in the area of education of an ice crust. Last year the state of emergency was introduced in the region due to steppe fires, before that, in 2016-m to year – due to the outbreak of African swine fever, – said the President of the NSA. In 2017, payments to insurers on the risks of agricultural insurance in the region reached almost 34 million roubles – almost twice more than the premiums that farmers paid for insurance this year (18 million rubles)."

However, the use of insurance selkhozizdat in the agricultural sector of the region is undeveloped, said the Roots of bizdev: in 2017 the Volgograd economy entered into only 140 insurance contracts, of which only six contracts on public support. "A high level of risk in the agricultural sector of the region requires attention to the organization of insurance from the regional authority agriculture, which, unfortunately, NSA is watching. In particular, the repeated suggestions about the NSA conducting activities to improve the financial and insurance literacy among farmers has not found support from the Committee of agriculture of the Volgograd region".

According to the National Union of agricultural insurers, as of April, in the Volgograd area of insured winter crops of wheat on the area of 26 thousand ha. in the region there are few insurance contracts orchards.

In just the last three years (2015-2017) non-signed in the Volgograd region 618 of contracts of agricultural insurance. The insurance premium received by them with agricultural insurers, amounted to 31.3 million rubles., payment – 74.5 million rubles.

"According to the companies-members of the NSA, the main risks for crops in the region which manifested itself in the field agrostrakhovanie with government support, are winterkill (winter crops), dry wind and soil drought", – said the President of the NSA.

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.
