He said that on Monday held a meeting of the working group on consumer protection in the sale of alcoholic beverages of the expert Council of Rosalkogolregulirovanija (PAP). In the meeting of the working group, headed by Shapkin, was attended by the representatives of the companies-participants of the alcoholic market, unions and associations, representatives of PAP, NSZPP, retail organisations as well as experts.

"The meeting recommended the revision of minimum prices for brandy and cognac and to introduce minimum prices for wine products," said Shapkin. So, according to experts, at the lowest possible at the moment, the purchase price of grapes at the rate of 18 rubles per kilogram production cost of a bottle of three year old brandy with a volume of 0.5 liters, including the cost of raw materials, components, labeling, and taxes is 380-390 rubles.

"Therefore, taking into account the minimum profitability of the manufacturer and retail mark-UPS, price on the shelf 0,5-liter bottles of brandy shall not be less than 500 rubles," said Shapkin. In turn, the cost of production of grape and fruit wines may not be less than 100 rubles for 1 liter, and the minimum price of a 0.7-liter bottle of this wine on the shelf should be at least 110 rubles.

Finally, the minimum cost of production of sparkling wine bottle of 0.75 liters is, according to experts, 150 rubles. "Therefore, the store may not be sparkling wines cheaper than 175 rubles per 0.75 litre bottle" — concluded the head NSZPP. The meeting, he said, also noted the need to introduce control over the origin of the raw material for the production of wine and brandy products.

"The working group recommended that in the near future to establish control over the minimum prices of wine products and the new minimum prices for cognac", — said Shapkin.

Minimum retail prices are an instrument of the struggle with cheap counterfeit alcohol on the market. Now Russia sets minimum retail prices for spirits, including vodka and cognac, and sparkling wine and champagne. MRTS on vodka right now is 205 rubles per bottle volume of 0.5 liters, brandy — 371 rubles, on the sparkling wine 164 rubles per bottle of 0.75 liters.
