In the Tula region Administration said that the state of emergency was introduced on 31 October.

"Based on the prevailing situation related to the destruction of crops and loss of crops in the territory of Tula region, the regional government decided to introduce 18:00 GMT on 31 October until 18:00 GMT on 15 November the state of emergency for the management bodies and forces of the municipal units of the territorial subsystem of the unified state system of prevention and liquidation of emergency situations of municipal formations", – is spoken in the message of administration of region.

According to the Ministry of agriculture of the region, crops were killed by 10% of the area.
