Factories producing specialized equipment (agricultural, road-building, food machinery, trailers and semi-trailers), located in 63 regions of Russia, they employ more than 375 thousand people. Tax deductions for the year is about 110 billion rubles. The total market at the same time in 2016 exceeded 450 billion rubles.

The situation in the different sectors, for example, the Russian manufacturers of agricultural machinery in 2016, took 54% of the market, and factories producing road-building equipment – 29%, food engineering – 14%.

For a country like Russia, with its great tradition of engineering, it is impossible to consider normal a situation when domestic manufacturers occupy less than a third of the domestic market. Over the past year to the existing mechanisms, the Ministry has developed a number of new measures of state support, aims to produce vehicles in this country will be more comfortable. Association "Rosspetsmash", producers of specialized equipment, management of regions proposed in the draft Recommendations of parliamentary hearings including:

- need to include in the Federal budget 2018 - 2020 years annually 15 billion rubles for subsidies to agricultural producers according to Ordinance No. 1432, for subsidising of leasing of road construction equipment according to the Resolution # 518 - 5,0 billion rubles for subsidies to the manufacturers of food processing machinery by order No. 547 - 2.5 billion.

- the need to introduce a mechanism of preferential crediting of purchase of specialized machinery and equipment, by analogy with the automotive industry, and provide for its implementation in 2018 7.8 billion rubles.

- recommendations for regional authorities to subsidize the purchase of specialized equipment exclusively Russian production (the order of the Prime Minister of the Russian Federation Dmitry Medvedev, paragraph 7 of section III of the Protocol dated 28 January 2016 No. 1).

These and other proposals were supported by the participants of the parliamentary hearings, including the leadership of the Association "Rosspetsmash" and "Soyuzmash", heads of companies in the agricultural, road-building and food engineering, deputies of profile committees of the state Duma, representatives of Federal ministries. The recommendations of the parliamentary hearings will be submitted shortly to the Government.
