"The project proposes to introduce into the sphere of regulation of the Federal law "On state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic products" the issues of production and turnover of consumer packaging for alcoholic products", — stated in the explanatory note to the document.

In particular, it is proposed that the supply of empties for alcoholic production a fortress over 28% can perform only a person licensed to supply alcoholic beverages. It is also proposed to introduce mandatory labeling of glass bottles intended for bottling of alcohol, the sign ID of the manufacturer.

According to the explanatory Memorandum, consumer packaging for spirits supplied to businesses without a license, or produced without the appropriate markings, should be withdrawn from circulation, along with hardware on which it is made.

The act also proposes to impose a ban on the production and turnover of alcoholic products with content of ethyl alcohol more than 28% of the volume of finished products (except for alcoholic production delivered for export) in plastic containers and prohibit the reuse of glass containers for alcohol products with ethanol content of more than 28%.

Adds that the law sets a transition period until July 1, 2018 to producers of glass and alcohol had the opportunity to prepare for the new requirements. A ban on the turnover produced in the territory of the Russian Federation of alcoholic products with content of ethyl alcohol more than 28% in glass bottles without proper labeling will not apply to alcohol issued before July 1, 2018.
