Deputies of Committee on agrarian and food complex offered to pay an additional stipend in the amount of four thousand students that have decided to work in agriculture. Parliamentarians believe that this measure will help to solve the shortage of qualified personnel in agricultural sector.

At the beginning of 2015 on the agricultural area worked 3 393 inhabitants, of whom 501 – pensioners. Only 43% of employees have higher education, at 13.1 per cent – do not have even secondary. Most lacking agronomists, veterinarians, livestock experts, engineers of all specialties.
Young people do not want in the village due to the lack of decent affordable housing, inadequate infrastructure in areas of low level of wages (agricultural region in 2014 amounted 18412 roubles 69% from average index).

As shown, even support 120 thousand rubles young specialists to work in rural areas, is insufficient. Young people even refuse admission to agricultural universities.

In this regard, the regional parliamentarians suggested to pay additional scholarship to students-students receiving higher education in the field of "husbandry", "veterinary", "Agroengineering", "agronomy". Also among the conditions for receiving this scholarship is an opinion within three months from the date of graduation of the employment contract with agricultural organization, peasant (farm) holding, and work there for at least three years.

In addition, young professionals (under 35 years), with a higher or specialized secondary education who work in the agricultural districts of the Vologda region will receive payments in the amount of 230 thousand rubles. Among the conditions – graduation not earlier than 2015.
