Exporters of the grain does not interfere with duty. This was stated by the Director of the trading house "RIF" Vadim Sarkisov during the discussion of prospects of the grain market of the South of Russia at the round table, which took place on 11 February in Rostov-on-don was organized by the magazine "Expert" with the support Agro2b and the Ministry of agriculture in the region. In the opinion of management, the largest grain trader of the country, the challenge for sellers is jumps of the ruble and discrepancies in the calculation of the fee.

"The fee is not large and is not restrictive, although the negative charge on the export puts it, - said Vadim Sarkisov. - It is not absolute and depends on the demand for grain. All these calculations it is difficult to understand why they came up with, we regularly have disputes with the customs service about its calculation".

According to the head of Trade House "RIF" a year has already delivered abroad 4.3 million tons of grain. Vadim Sarkisov proposes to replace floating duty is absolute, which significantly simplifies the work of exporters and will allow to increase volumes of export of raw materials.

In turn, the farmers believe that the exporters so quietly tolerate the introduction of fees, because in fact it is paid by the farmer, not the seller. "All duties and political challenges, these "Platani" and so on - all this falls on the shoulders of the peasant. It with its price is covered by exchange differences, said Victor Borodaev, the head of LLC "Agrofirma Virgin". Exporters complain about the jumps of the ruble. So they took the dollar of about 55 rubles in their calculations and, on this basis, and the price offered to the farmers".

Agricultural producer insisted on the abolition of duties, because it impedes the development of agriculture in the country. The peasants simply have no money to invest in land and in production.

"Grain is the basis of agriculture. No grain, no growth of food production," said Victor Borodaev.

He also criticized the position of officials, which are now happily report that Russia in the grain market ahead of the USA.

"We Americans beat in terms of sales, but no one asks why it happened. But because Americans are not cheap to sell your labor, your bread, says Borodaev. - They lost our markets because our wheat is the cheapest". But this cheap, the expert believes, was achieved not at the expense of the term productivity and yield growth, but at the expense of the impoverishment of Russian agricultural producers.
