The law "On fisheries and conservation of aquatic biological resources" developed by the Federal fishery Agency and Ministry of agriculture. It involves increasing the period of consolidation of quota shares for users with 10 to 15 years. Nearly 20% of the quota it is proposed to provide for investment purposes, that is to stimulate the construction of new fishing vessels at Russian shipyards and fish processing facilities. There is also a new type of contract on fixing the quotas for investment purposes.

In addition, the law provides for raising the threshold of development of quotas. To eliminate the "quota rentiers" introduce a norm obliging the users to master at least 70% of the volume of the quotas for their fishing vessels or on vessels purchased under the lease agreement. To ensure the operation of fishing holdings is the possibility of using vessels within the same group of people.

The law also proposes that commercial space is one, and the choice between industrial and coastal fishing is carried out by the user. According to Shestakov, the allocation of quotas for coastal fisheries will apply the factor of 1.2, and delivery of the catch in coastal fisheries will be carried out on the territory of the Russian Federation only in live or chilled form, which is generally consistent with the objectives of coastal fisheries and the world.
