Prime Minister Dmitry Medvedev signed a decree on introducing to the state Duma a draft law on gardening, gardening and suburban farming. Relevant document published on the government website.

"The bill will be brought into compliance with the civil legislation of organizational and legal forms of legal entities created by citizens for gardening, vegetable gardening and cottage economy, improving governance arrangements in such organizations, including in relation to the common property, standardizes and classifies the types of land and immovable property, used in this field, introduces a single procedure for granting land plots in state or municipal ownership, for gardening, truck farming and a country economy", — stated in the message on the website of the Cabinet.

In particular, the bill introduces the concept of "garden house", for which no permit is required for construction. It is also stipulated that the garden (suburban) land can be used for the construction of a residential building of object of individual housing construction, suitable for permanent residence.

The draft Federal law "On horticulture, gardening and suburban farming and on amendments to certain legislative acts of the Russian Federation prepared by the Ministry, it approved at the government meeting on 18 August 2016.
