The event was attended by about 200 people – managers and specialists of agricultural enterprises, farmers, credit institutions and management bodies of agro-industrial complex areas.

Opened the meeting Deputy Chairman of the government of the Leningrad region – Chairman of the Committee on agriculture and fisheries Sergey yakhnyuk. He noted that the purpose of the meeting was to analyze the situation, to provide answers to arising questions and to decide how to work the industry in 2017.

Sergey yakhnyuk presented the preliminary results of the implementation of the State program of development of agriculture of the Leningrad region in 2016, noting that the results of the crop production impact of the objective environment, the weather, animal shows very good results. According to the forecast in 2016, the gross production of milk the region will exceed the mark of 600 thousand tons and will produce 605 thousand tons of milk (+16,3 thousand tons, 102,8% by 2015), milk yield will be, for the first time in Russia, 8120 kg (155 kg by 2015) per cow.

First Deputy Chairman of the Committee Catherine pshennikova introduced by the Ministry of agriculture the concept of combining subsidies under the state Program of agriculture development for 2013-2020.

To ensure integrated development in all sectors of agriculture by the Ministry of agriculture defined the priorities of the state agrarian policy, the implementation of which 2017 are aimed at achieving the objectives for the accelerated import substitution and increase export potential by stimulating the production of basic agricultural products in the dairy and beef cattle, grains, vegetables, fruits and berries; soil improvement; and to support small businesses and ensure epizootic well-being in Russia.

From 2017 in the framework of the state program of development of agriculture is planned to provide intergovernmental transfers in the seven priority areas, which will increase the independence of the regions and will allow us to reallocate funds between areas.

Ekaterina Ivanovna told about new mechanisms of state support of lending to agriculture, concessional lending, changes orders, grants, Treasury, accompanied by the granting of state support funds.

Head of Finance and accounting of the Committee Olga Sofyino informed of the implementation in the Leningrad region of the agricultural insurance program implemented with state support.

The meeting held a lively discussion of the issues of credit, insurance and subsidies.
