This was referred to in the "road map" for the implementation of the animal identification system, which was developed by experts of Open government, FRII and the Association of Internet of things and the Department of information technology Ministry of agriculture on behalf of the Deputy Prime Minister Arkady Dvorkovich. The document was forwarded to the Minister for Open government Mikhail Abyzov.

Electronic passports are necessary in order to create a modern system of control of safety of products of animal subject to the availability of current public information systems, compatibility of used identifiers and data formats with an international tracking system for import/export of animal products and the movement of animals and products.

"The system of identification and registration of animals in the first place, to protect the rights of consumers and will help to ensure the safety and high quality of meat and dairy products, when you know what cow to buy milk. In addition, the system of animal identification is an essential element of the digital economy, where the main principle is the horizontal integration of actors", says Director of the Association of Internet of things Andrey Kolesnikov.

In addition, the experts propose to introduce registration and maintenance of animal crossing customs and quarantine zones of the Russian Federation, as well as the possibility of obtaining operational information about the place and method of origin, location of the animal's health at all stages of the life cycle: birth, moving, transportation, keeping, slaughtering, processing, production of the final product.
