Last week the Verkhovna Rada finally adopted the bill on state control to verify compliance with the legislation on safety and quality of food and feed, health and welfare of animals (No. 0906).
The document harmonizes Ukrainian legislation in the field of food quality control with the standards of EU legislation.
One of the main novelties of the law is the law of the state Supervisory authority for all Supervisory functions of the "authorized persons", namely: official veterinarians, authorised veterinarians, slaughterhouse employees, authorised laboratories, including reference laboratories.
According to UkrAgroConsult, on the one hand, harmonization of legislation with EU regulations is envisaged by the government policy of diversification of agricultural exports by increasing the share of processed products. Therefore, the adoption of the law can positively influence the decision of a question on increase in quotas for the supply of products of the Ukrainian food to the EU markets.
On the other hand, under a document transfer control functions to non-state entities carries very significant risks of corruption.
