Prime Minister of Russia Dmitry Medvedev signed a decree according to which in the order of charging heavy in the "Plato" changes: they will allow to avoid situations when drivers are at particular sections of the road off the instruments of calculation, and thereby trying to reduce the cost of travel.

In the help document explains that currently, the payment is made either on the basis of the route map, or on the basis of data of the vehicle unit. While more than 85% registered in the system the carriers use the on-Board device. The owners of cars are required to install yourself.

"The results of the analysis of the toll collection system since its introduction identified cases off by drivers of vehicles of the vehicle unit during the movement of such vehicles on roads. When approaching such vehicles to the stationary control of the onboard device are included in order to avoid administrative responsibility for violation of legislation on charging", – stated in the document.

Thus, the Cabinet decision aimed at elimination of such violations: the system restore route and demand payment in case the data about the individual path lengths will not be enough. The calculation will be made on the basis of information on coordinates of other points along the route.

"Such regulation of the procedure for the reinstatement of the route will provide the ability to calculate fees based on the length of the completed restoration of the actual route of the vehicle. Decisions are aimed at improving the financial discipline of owners (owners) of vehicles and increasing the income payment in the Federal budget", – stated in the message.
