The Ministry of agriculture of the Russian Federation considers appropriate to include cultivation of mushrooms in the state program of development of agro industrial complex (AIC) with all the ensuing consequences in the form of state support at the expense of budgetary funds.

A draft governmental resolution published on the Federal portal of projects of normative legal acts and contains amendments to the rules of distribution of subsidies from the Federal budget between representatives of the agricultural sector. It is assumed that part of the direct costs incurred for the creation and upgrading of agro-industrial facilities will be covered by state support within the program of development of agriculture for 2013-2020. This opportunity the Ministry of agriculture proposes to provide the enterprises engaged in the cultivation of mushrooms, by extension, appearing in the documents of the concept of "greenhouse complex".

Now it includes facilities for growing vegetables in protected ground, and if the initiative of the Ministry of agriculture will be supported, will cover "buildings, designed for year-round industrial production of cultivated mushrooms, including compost for their cultivation".

In an accompanying note to the government decision States that the state support the cultivation of mushrooms is proposed to carry out "in order to increase production of fresh cultivated mushrooms in Russia and the purpose of import substitution". Today in Russia is imported about 90% of total mushroom production and compost production, the volume of imports is estimated at $400 million and $ 100 thousand tons. According to the 2016 self-sufficiency of Russia mushrooms made up only 6.4%.
