Russia plans to sign protocols on the supply to China of sunflower

Technical consultations between Russia and China was held on 9 October. In the course of negotiations the parties concluded the negotiation of the draft protocols on phytosanitary requirements for sunflower seed, buckwheat, oats and flax for export from Russia to China, and agreed in the shortest possible time to solve all the technical problems encountered in the preparation of the Protocol on phytosanitary requirements for Russian wheat.

"By mutual consent of the parties initialing all of the above documents is planned for November 1 of the current year in the framework of the official visit to China Prime Minister of Russia Dmitry Medvedev" — said in the message.

"The signing of the protocols will serve as the beginning of full-scale deliveries of sunflower, buckwheat, oats and flax from Russia to China, and the increase in the volume of wheat exports, as already certified by AQSIQ (state General administration of quality supervision, inspection and quarantine of China — ed.), Russian regions (Omsk, Novosibirsk region, Krasnoyarsk Krai and Altai Republic), and so far not having such a right — Chelyabinsk and Amur regions", — said the Rosselkhoznadzor.

In early August the Minister of economic development of the Russian Federation Maxim Oreshkin reported that Russia agreed with China on the supply from Russia buckwheat and sunflower seeds to the Chinese market. He also noted that the parties are discussing the extension of the Russian regions-suppliers of wheat.

Later, the representatives of Russia and China discussed a draft Protocol on wheat, which provides for the inclusion of Chelyabinsk and Amur regions in the list of regions approved by AQSIQ for supplies to China. The Rosselkhoznadzor noted that the Russian side has repeatedly proposed to China to inspect the wheat in the Kurgan region, but the representatives of AQSIQ flatly refused it because of the tight schedule in 2017. However, the parties agreed to conduct an inspection in 2018.
