During the meeting, Minister of agriculture Alexander Tkachev complained that fall under the predamage European products continues to flow to Russia through Belarus. The Minister has proposed tougher measures to combat such smuggling.

"About gray and black import, the most effective way is the increasing use of electronic certificates. Today, unfortunately, is made very small," — said Putin.

In August 2014 Russia imposed an embargo on imports of certain agricultural products, raw materials and food from countries that imposed sanctions against Russia: US, EU, Australia and Norway. A ban were meat, sausage, fish and seafood, vegetables, fruits and dairy products.
