The speech of Vladimir Putin at the all-Russian forum of agricultural producers, held in Krasnodar on March 11-12, gives hope for the solution of problems that hit the grain market of Russia to 2017. According to Vladimir Putin, the Russian agricultural complex was one of the leaders of the economy, and hence the engine, which can "drag" the development of the economy as a whole. The problems associated with a low purchase price, which can become an obstacle to the development of this region, must be overcome. Should not only solve the transportation problem, which is largely already done in the form of subsidising of export of grain, but also to create a mechanism to run the so-called intervention purchases. To mitigate price gaps related to seasonal fluctuations — that could protect farmers against major losses. Unfortunately, despite numerous requests of heads of regions to achieve this have not succeeded.

The President touched upon in his speech one of the most important tasks — support does not require so many large agricultural holdings, many small producers, which represent a promising niche of employment and a provision that can improve the quality of the grain. Because of the 135 million tons of wheat harvest last year, a large part of it is fodder, unfit for food for man. Hence, the need to continue investment in infrastructure and in agricultural science and in the citizens themselves.
