The President of Russia Vladimir Putin instructed to increase the amount of funding for sustainable rural development until 2020. According to the official website of the Kremlin, that the head of state gave at the conclusion of his visit to the Krasnodar region held on 12 March.

"When preparing the draft Federal law "On amendments to the Federal law "On the Federal budget for 2018 and the planning period of 2019 and 2020 to" increase the amount of funding the sub-program "Sustainable development of rural territories" the State program of development of agriculture and regulation of markets of agricultural products, raw materials and food for 2013-2020", - stated in the instructions.

Together with the Bank of Russia and credit institutions interested in the Cabinet should ensure the simplification of procedures for obtaining loans at a concessional rate of small entities.

Also the government should ensure that changes in legislation providing for the establishment of a procedure for lease of land from the agricultural land in state or municipal ownership, peasant (farmer) farms without competitive bidding, subject to subsequent use of said land for the intended purpose, including, without change of its permitted use.

Develop amendments should also include the strengthening of administrative responsibility for violation of requirements of technical regulations applicable to food products, as well as the empowerment of the Rosselkhoznadzor authorities for control (supervision) authority in the veterinary field carried out by the regions.

The President has charged to work a question on transfer from the regional to the Federal level of authority in the sphere of state veterinary supervision, taking into account the need for additional financial support related activities and to prepare, if necessary, appropriate changes to the legislation. The government ordered to take measures to control the circulation in the country of production "cheese-like"type.

Putin pointed to the need of synchronization of projects of development of transport infrastructure, including parts of port facilities for transshipment of grain cargoes, plans to export agricultural products. He also noted the need for additional measures to increase access of agricultural cooperatives and members of cooperatives - farmers engaged in the production, initial or subsequent industrial processing of agricultural products or the implementation of programs of concessional financing, including guarantees.
