The first webinar on the topic "Organization of agricultural insurance with state support" conducted an expert of NSA – Elena Belova, candidate of economic Sciences, Deputy head of Department of methodology of insurance of the National Union of agricultural insurers, consultant-trainer in financial literacy project of the Ministry of Finance. On the webinar addressed the issues of the economic component of agricultural insurance with state support, as well as claims and demands to the contract agricultural insurance in the framework of the Federal legislation.

The training cycle takes place with the aim of developing the civic engagement of farmers, formation of positive image of rural areas and agricultural professions, and is aimed at young people aged 14 to 35 years residing in rural areas and interested in development of agro-industrial complex. In total, in a series of educational cycle it is planned to hold trainings, round tables for exchange of experience and proposals for improving the development of agriculture on the theme "improving the legal and financial literacy."

"Improving the financial literacy of farmers is one of target programs of the National Union of agricultural insurers. Insufficient level of financial knowledge of the farmers leads to lack of understanding of the conditions which affect the credibility of the institution of insurance in General, reports of the Roots of Bizhdov, President of NSA – within the framework of the previously signed agreement on cooperation and interaction of NSA supports the Russian Union of rural youth in developing educational programs to improve financial literacy of young farmers".

Annually, Russian agriculture suffers losses from natural disasters in the period from 2012 to 2017 from the natural disaster affected more than 23.2 thousand households, more than 12 million hectares of crops were lost. The amount of assistance from the budget of the affected farms at this time amounted to 16.9 billion rubles, paid insurance companies 28.3 billion rubles. Therefore, increasing the level of awareness of consumers of financial services in financial matters protect the income of farmers from the insured event occurrence, increases the level of mutual trust, and as a result, the coverage of agricultural insurance.

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of NSA do not have the right to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.
