The seminar was attended by experts of the NIC, representatives of agribusiness in the region, insurance companies and agricultural producers in Leningrad region. The meeting participants discussed the problems and issues farmers have to conclude contracts of insurance with state support when obtaining grants, confirming the insurance event and settlement of damages. Among the participants, there was great interest in the insurance of aquaculture that according to the Federal law of April 23, 2018 No. 109 will receive state support from January 1, 2019.

The discussion of NSA details demonstrated the possibility of using satellite monitoring of the earth, by which it is possible to rapidly identify affected areas of crops, that much important in the confirmation of the insured event, particularly in areas that are not covered by weather stations. The importance of this issue was voiced by the first Deputy Chairman of Committee on agroindustrial and fishery complex of Leningrad region pshennikova Ekaterina Ivanovna, giving him special attention.

As previously noted by the President of the NRA of the Roots of Beidou, the use of space technologies for agricultural insurance is already firmly established in the everyday practice of member companies, NSA, for which the Union organized a centralized access to the system. Space monitoring gives you more accurate risk assessment and pricing, and, importantly, greater transparency and the use of space monitoring in the examinations – one of the amendments of the bill on agricultural products insurance with state support, which is planned to be considered at the meeting of the state Duma this year. As explained by the Roots of Beidou, NSA intends to provide insurers and farmers the widest range of opportunities of space monitoring of the earth, which carefully examines all of these developments offered on the market today.

From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.
